Bring something up is used when you wanna talk about something in specific, so, you wanna bring it up to your conversation. In other words it would be like bring some specific subject to your talking, like introducing a new topic. It can also mean take care of children or even to educate them.
For example:
I brought it up and we talked about our relationship troubles.
She knows how bring kids up because she has worked with them for four years.
Bring it up!
