You use this idiom when you want to talk about someone which is very succeed in doing something.
For example:
Nobody can hold a candle to Michael Jordan on basketball.
The meaning is basically like nobody can be the same as Michael Jordan as on basketball. He is on the top of the top, so, he is the best and it is very hard to be where he is. Hardly someone will beat him. Nobody can hold a candle to him!
